Project cycle management (PCM) Project Management 4.0 is a project management approach that addresses the complexities of a project through all of its phases, while maintaining alignment with the strategy and objectives agreed upon by stakeholders at the onset.
The cycle of management operations within project cycle management is broken up into five phases:
- Programming
- Identification
- Formulation
- Implementation
- Evaluation & Audit
A project should have:
-
Clearly identified stakeholders, including the primary target group and the final beneficiaries
-
Clearly defined coordination, management and financing arrangements
-
A monitoring and evaluation system to support performance management
-
An appropriate level of financial and economic analysis, which indicates that the project’s benefits will exceed its costs
The Project Cycle Management (PCM) is the method employed by international organisations, UN agencies and non-profit organizations to carry out and manage development projects and programmes. PCM provides with a consistent approach to all components of its cycle, ensuring benefici¬ary-orientation, a comprehensive per-spective on interventions (feasibility and sustainability) and effective monitoring and evaluation. It articulates the different phases of a project and, being a cyclical course, it allows to constantly verify, monitor and eventually reassess the project logic.
Project Management 4.0
Project Management 4.0 approach aims to integrate the principels of Industry 4.0 to Project Cycle Management processes. Industry 4.0 consists of putting together all advanced researches in biology, technology and industrial automation, for improving the current way of living. A new way on how we use the natural resources and, of course, a new way to improve our lives. Industry 4.0 became obligatory in the competitive world situtation.
To get success in project management we must integrate the principles of Industry 4.0 as – Decentralized decision-making, Interoperability, Technical assistance, Alternative energies and new materials, Nanotechnology and Artificial Intelligence, robotics, the Internet of Things, autonomous vehicles, 3-D printing.
Principles of Project Management 4.0
– Interdisciplinary Approach in Analysis and Team Management
In classical Project Cycle Management we take need analysis, target analysis and stakeholder analysis for successful project management. Project Management 4.0 approach brings Interdisciplinary analysis for productivity and sustainability. While taking need analysis, target analysis and stakeholder analysis; team must consists of technic expert, sociologist, economy expert, software specialist and other essential experts. Variety of expertness provides different paradigm and perspective to the project preparation stage. Project management team must be formed with different experts and stakeholders. This situation will provide interoperability.
– Technical Assistance
Technical assistance is non-financial assistance provided by local or international specialists. It can take the form of sharing information and expertise, instruction, skills training, transmission of working knowledge, and consulting services and may also involve the transfer of technical data. Project Management 4.0 provides technical assistance at project management by mobile applications, cloud storing, smart technologies and project management softwares.
– Alternative energies and new materials
Project Management 4.0 approach show sensitivity in energy consumption, climate change affects, waste management and consumption affects. We use alternative energy methods, climate change reuction principles and waste management terms in all phases of projects.
– Mobile Assistant
Project Management approach attach importance to mobile devices, mobile technologies and mobile softwares. We experienced that frequent and long meetings decrease the productivity and motivation. We use project management and team planning softwares for our tasks and deadlines. We check the tasks, decentralization ( distribution of roles ) and deadlines by the mobile devices. Also we can check achievement indicators by the mobile softwares.
Project Management 4.0 Approach was theorized by Turkish Scholar Gökhan Turgut Ünal and its components is developing perpetually.
